Dr. Barca graduated from Management Department, Faculty of Political Science, Ankara University in 1990. He was sent to England on a scholarship by the Turkish government upon finishing his BA. He completed his MA and PhD degrees at Leicester University. He got his assistant professorship in 2001, associate professorship in 2003 and professorship in 2008. He has given lectures in various universities like Sakarya, Başkent, Afyon Kocatepe, TOBB and Ankara University.

He served as the founding dean of Management Faculty and vice rector at Yıldırım Beyazıt University as well as being in various administrative and academic positions there. As a strategic management expert, Barca offers consultancy for several state departments (Secretariat General of Grand National Assembly of Turkey, the Turkish Privatization Agency, the Supreme Board of Radio and Television Agency, Court of Accounts, etc.), private organizations, and NGOs, in planning their strategies. He has many publications both in Turkey and abroad. His studies mostly focused on strategic management, information management, management philosophy, and research in different sectors.
